No matter how effective you are, as a public servant, you must be diligent and beyond reproach. Allegations of malfeasance against a public servant might subject him to being blackmailed by his friends/
An exit of a public servant, however powerful and brilliant, shouldn't threaten the mission of an institution.
Multiple examples abound: let's examine two popular ones.
One of the most brilliant general officers in the US Army, General Stanley McChrystal (an exceptionally brilliant man), was fired by Obama for issuing critical statements about his civilian bosses. No, he didn't collude with the enemies; he didn't dine with mafians and he sure didn't commit a crime per se.
He was immediately replaced by another military genius, General David Petraeus; subsequently, as the director of another powerful institution, the Central Intelligence Agency (CIA), General David resigned for revealing confidences/classified information to his mistress.
The CIA, FBI and US military survived all these powerful, but ethically compromised, people.
In another geography, given the preponderance of the evidence against the MOB ENFORCER (Abba Kyari), he would have been administratively suspended pending the outcome of an independent investigation.
Unfortunately, he lives in a crime scene, surrounded by dishonorable men: if he resigns, crimes will increase; criminals will rejoice; chaos will return; his resignation will handicap the mission of the police, as his intellectually docile supporters have dishonestly opined, painting a doomsday scenario of an INSTITUTION that should be so strong that NOT even a resignation/termination/death of its main leader should threaten its core mission: PRESERVE and PROTECT.
