 MEETING OF THE NIGERIA LABOUR CONGRESS (NLC) HELD ON

 TUESDAY,THE 20TH OF AUGUST,2024*

The National Executive Council (NEC) of the Nigeria Labour Congress (NLC)convened an emergency meeting to deliberate on the recent developments surrounding the invitation of the President of the Congress,Comrade Joe Ajaero,by the Nigeria Police Force.This invitation is premised on a clearly unfounded and politically motivated investigation into alleged terrorism financing,cybercrime,subversio, criminal conspiracy, and treasonable felony.

The NEC notes with grave concern that rather than extending the apology demanded by the Congress for the earlier invasion of its national headquarters by security agencies, the Nigeria Police has chosen to embark on this spurious and fortuitous journey of intimidation, harassment, and witch-hunting. This is nothing but a travesty and a blatant attempt to stifle the voice of the working people and their leadership, as enshrined in the Constitution of the Federal Republic of Nigeria and the International Labour Organization (ILO)Conventions 87 and 98.

In light of this, the NEC of the NLC resolves as follows:

We Shall Honour the Invitation: As a responsible labour centre committed to the rule of law and due process,the NLC shall honour the invitation extended to its President by the Nigeria Police but will demand for extension of time given the nature of the invitation. However, we wish to state unequivocally that this does not in any way legitimize the baseless allegations levelled against him.

Condemnation of the State's Actions: The NEC strongly condemns the continued harassment of the leadership of the Nigeria Labour Congress and other Labour leaders. We view this as a calculated attempt to weaken and destabilize the labour movement, which has always stood as a bastion of democratic principles and the voice of the Nigerian masses.

Call for the State to Desist: The NEC warns the state to desist from its evil intentions and stop the ongoing witch-hunt against the leaders of the Congress forthwith. The Congress will not sit idy by while the rights and freedoms of its members and leaders are trampled upon with impunity by the State.

 

The NEC directs all affiliates and state councils to immediately commence the process of mobilizing their members across the nation. The Congress will not hesitate to take all necessary actions, including mass protests and industrial actions, to protect the integrity and independence of the labour movement.If anything happens to the President of the Congress or any other leader of the Congress in furtherance of these tendentious allegations by the State; NEC puts all its affiliates and state councils to proceed on indefinite nationwide strike action by 12:00 Midnight today.

The NEC calls on all civil society allies and the general populace to stand in solidarity with the Nigeria Labour Congress in this critical moment. The fight against injustice and oppression is a collective one, and we urge all Nigerians to rise in defense of our shared democratic values.

The Nigeria Labour Congress remains resolute in its commitment to defending the rights and interests of workers and the Nigerian people. We shall not be cowed or intimidated by these desperate attempts to silence us. We stand firm in our resolve to uphold justice, fairness, and the rule of law in our beloved country.

REPORT: Recent recruitment marred by corruption, list flooded with non-applicants — Police


The  Nigeria Police Force has raised that alarm about the irregularities and alleged corruption in the recently released names of successful candidates in the ongoing 2022/23 Police Constables Recruitment Exercise.


According to report, upon careful scrutiny of the list released on the Police Service Commission (PSC) portal, it was discovered that Nigerians who never applied, candidates who failed the Computer Based Test, and those screened out due to medical reasons made it to the final list.

"WE WILL WORK TOGETHER TO FIGHT CRIMINALITIES ON THE PLATEAU" - GOC 3 DIVISION TO NEW CP


The General Officer Commanding (GOC) 3 Division/ Commander Operation SAFE HAVEN (OPSH), Major General AE Abubakar has noted the significance of  synergy between security agencies in the fight against all forms of criminalities fueling crisis in some volatile areas of Plateau  State. The GOC/Commmander OPSH made this known, when the new Commissioner of Police, CP Emmanuel Olugbemiga Adesina paid him a courtesy visit at Headquarters 3 Division Nigerian Army, Maxwell Khobe Cantonment Jos. 


Major General Abubakar remarked that, the command vision and philosophy of the Chief of  Defence Staff, General CG Musa (OFR) and that of the Chief of Army Staff, Lt Gen TA Lagbaja (NAM), were all clearly hinged on the significance of jointness, synergy and intelligence sharing in the defence of Nigeria. “If we're drawing from their philosophy and vision, we have no option but to work together as no one agency can do it alone. We must leverage on the strength of one another,” He noted. 


He assured the CP of his resolve to continue to strengthen the existing relationship between the Military and the Police on the Plateau, most especially on the speedy prosecution of suspects.The GOC further solicited for seamless and prompt dissemination of information amongst the security agencies, so as to ensure immediate and fast response to emerging security threats. 


While reiterating  the Nigerian Army's zero tolerance for infractions amongst her personnel and other agencies, he emphasized that the job is not a one-man business as all agencies must  work together in unison to enhance security. He further updated the CP on the joint kinetic and non- kinentic approaches such as stakeholders engagements, sensitization seminars and sporting activities as measures the Division and OPSH continually explore to consolidate on the relative peace achieved in the state and environs. 


Earlier in his remarks,  the Commissioner Of Police(CP), Plateau State command, CP Emmanuel Olugbemiga Adesina disclosed that the visit was necessary to familiarise himself with other security agencies and also seek for strengthened collaboration, partnership and robust synergy which he said was key to mitigating crime and ensuring peace on the Plateau. Such a visit he averred will further encourage and also boost the already strong mutual relationship, intelligence and information sharing among security agencies.


The Police Chief commended the GOC/Commander OPSH for his milestone achievements, efforts and giant strides in restoring law and order in troubled areas of the State. He enjoined the GOC/Commander OPSH to sustain and strengthen the security architecture put in place so that the peace achieved would be sustained. 


The visit was concluded with group photographs with the staff officers and Commanders of various units and formations under 3 Division and Plateau State Police Command

According to a report;   2seasons hotel in Kaduna engaged some students in a cleaning job and refused to pay them the agreed wages. 
When they requested for their money, soldiers were called to beat and dehumanise them in this shameful manner.
The Hotel is 2seasons hotel and resort. The Cleaners are Beta Glitters Cleaning Services and these are students who are trying to survive.


For the Nigeran Police, such inhuman and dehumanizing treatments are too numerous! It was reported that a #5m naira fine awarded by the court against the police in respect of the woman abused in one of the videos is yet to be honoured.

No fewer than six Labour Party's leaders have been detained by the Nigeria's police in Ogbomoso, Oyo State.


Order of arrest and detention was made by the corrupt treasurer of the Labour party in the State Mr David Abioye popularly know as ABISCO.


According to the reports, in the police custody at  owode station in Ogbomoso north local government area, the Labour Party's chairmen of Ogbomoso south (Pastor Adeyanju Ajala), Ogbomoso north (Pastor Nathaniel) and Oriire local government (Prince Adeyinka) are currently been interrogated on an unfounded allegations levelled against them.


Others include Mr Dayo (Ogbomoso north youth leader) Mrs Adebayo Kehinde (women's leader, Ogbomoso north) and two other labour Party leaders.



The Campaign money and materials meant for Ogbomoso Zone of the state was never delivered to the appropriate and designated chairmen and party leaders.


It should be noted that the Labour Party's leadership of Hon. Sadiq Atayese led EXCO is daily becoming unpopular and unacceptable due to what many members termed dishonesty of the said leadership.


Reaching out to Comrade Dele Abiola who is the LP House of Rep candidate for Ogbomoso federal constituency II on his public phone number, he has neither pick nor returned any of the calls.


It's hopeful that this kind of rancors will lead to solidification of the party in the state as the bad eggs like ABISCO must be shown an exit door from the party leadership hierarchy.

The value a society places on the philosophy of service to the nation no doubt influences an individual’s decision to work for his or her fatherland. The first prime instinct of man and necessity for human survival is that man works to earn a living and be able to feed himself and his family. The type of job, prestige and benefits attached to it are of secondary consideration. But, when it extends to the consciousness of the fact that one is serving one’s country, service then becomes a thing of noble and national pride. Of course, the first set of people imbued with this consciousness are members of the Armed Forces, and others in that category.


Understandably, the Armed Forces depict the defence and security of the nation. To them – and, rightly so – since their service to their country is to defend its existence and survival, they quickly align their philosophy or thinking with preserving its integrity and unity. That being an infectious thing really, how one now serves conscientiously matters. In other words, how to serve worthily as an enforcer of the law is never to lose sight of the central ingredients of the State, because, again, the existence of the State is to ensure that lives and property of its citizens are protected. To do this, any threats or inhibitions within and outside the country must be exterminated. Men and women who carry this burden of ensuring the security and safety of the country deserve to be celebrated; and sincere gratitude shown to them on account of their choice.


A time like this reminds one of Ismail Dauda, Chief Superintendent of Police (CSO) and, currently, the _Chief Security Officer_ (CSO) to Governor Adegboyega Oyetola of Osun State. From discreet investigations, CSP Dauda will be retiring from active service on November 1, 2022, after 35 years of meritorious service.


As it is with other professions, there are ups and downs, occupational hazards and tempting options in the Force. For our man, despite the level of corruption and social misgivings in the country, his career accomplishments have again shown that uprightness and dedication to service still pay.


CSP Dauda was born on born on March 3, 1968 in Sokoto, to the family of Dauda and Aishat Alabi of _‘Ile Gbangudu’,_ in Ogbomoso, Oyo State. His father was a police officer while his mother was a trader.  Raised in Kaduna, Kaduna State, the young Ismail attended Army Children School, Dalet Barracks, Kaduna, from 1976 to 1981. Between 1981 and 1983, he attended Government Secondary School, Kurmin Mashi, NDA, Kaduna, before proceeding to Community High School, Akata, Ogbomoso.


He joined the Nigeria Police Force (NPF) in 1987 and was trained at the prestigious Police College, Kaduna. His first duty post was in Mubi LGA in the present-day Adamawa State. He attended courses, both at home and abroad. Among them were: Detective Course at Detectives College, Enugu (1990); Promotion Course at Police College, Ikeja (1991); United Nations Peace Keeping Training Course, Zagreb, Croatia (1996); United Nations Human Rights Course, Bosnia Herzegovina (1997); and Combat Operations Course at Police Mobile Force Training School, Gwoza, Borno State (2001); He attained the rank of Inspector of Police in 1998; Assistant Superintendent of Police (ASP) in 2005; Deputy Superintendent of Police (DSP) in 2012; Superintendent of Police (SP) in 2016; and Chief Superintendent of Police (CSP) in 2021.


During his 35-year-long service in the Force, Ismail Dauda, aka _‘Oscar’_ held several Administrative and Command positions, notably: Member of the 21 Squadron Robot Rescue Squad (2000); Personal Assistant to Commissioner of Police, Federal Operations (2000); Inspector-in-Charge of Security at the Israeli Embassy in Nigeria (2001-2005); and Administrative Officer, Diplomatic Protection Unit, 44 PMF (2005-2007). Others include: ADC to the Speaker, House of Representatives (2008-2011); Administrative Officer, Presidential Escort, 24 PMF, State House Villa, Abuja (2012-2015); Unit Commander, 24 PMF Annex, Dodan Barracks (2015-2016); and OC Patrol and Guard Officer, Kano State Command (2016–2018), before his present appointment, in 2018. During the UN Mission in Croatia, he served as its Chief Investigation Officer in the Baranja Eastern Slavonia Sector.


The senior cop has many awards to his credit: _‘United Nations Medal for Peace Keeping in Croatia’_ (1997); _‘Embassy of Israel Commendation Letter for Good and Effective Management of the Embassy’s Security’_ (2005); and _‘Chevron Commendation for the Provision of Effective Security at EGTL, Escravous, Delta State’_ (2006). On December 22, 2021, he got the _‘Commissioner of Police Commendation and Award for Outstanding Performance as CSO to the Governor of Osun State’._ 


A sports and culture enthusiast, CSP Dauda is a member of the _Nigeria Football Coaches Association, Osun State Branch; International Institute of Professional Security (IIPS);_ and _Nigeria Army Resource Centre._ He is also the founder of _Area 3 All Stars Football Club,_ Abuja. He holds the title of _‘Ararinse Adini’_ of _Almojidu Salam Mosque,_ Irabiji in Osun State.


The retiring officer has a BSc in Criminology and Security Studies and an MSc in Peace and Conflict Resolution from the _National Open University of Nigeria_ (NOUN). He is happily married to Bilkisu, also a police officer. Their union is blessed with 6 children.


From the courses he attended and the postings where he served, that CSP Dauda was a thoroughbred officer was never in doubt. So, one can only hope that government would, with unreserved praise, find means of putting to effective use the wealth of experience and expertise of retired officers who, actually, are not tired. With the security challenges currently devastating the country, the service of seasoned officers like the Ismail Daudas of the NPF should not be lost to mere protocol of retirement!


Back in the Force, there are certain responsibilities and privileges assigned to diverse positions held. Besides, to be retiring successfully is no mean feat at all! The superior officers are watching while the junior ones are not dead to the world either. Being in-between, the demand to be disciplined is also very high. Therefore, one cannot afford to dither or lose sight of the essence of one’s mission. That CSP Dauda has been able to strike a balance between the subordinates on the one side, and the superordinate on the other, means that he has persevered. Is it any wonder that he did not misbehave while working with the political class?


Well, while one is not in doubt that the Police Force will accord CSP Dauda the extant retirement package painlessly, having also served in the State House should attract something. It therefore behoves the government to reward him handsomely for being dedicated to duty, and for his unselfish deeds. This will serve as an encouragement to others who will still serve in that position. It’s also one sure way to prevent desperation. Let’s be realistic, the security demands of the State House are enormous, the least of them being members of the opposition political parties, restive civil service personnel and the _‘we-no-go-gree’_ gangs.


According to Robert Byrne, _“the purpose of life is a life of purpose.”_ Yes, ‘Oscar’ is certainly not a rich man, but he remains a man of integrity. He stands out as a chivalrous and truthful officer who got to this stage purely on merit and professional competence. Evidently, this good man will be bequeathing an unblemished professional career to those who are coming behind. One can only wish him the best!

The value a society places on the philosophy of service to the nation no doubt influences an individual’s decision to work for his or her fatherland. The first prime instinct of man and necessity for human survival is that man works to earn a living and be able to feed himself and his family. The type of job, prestige and benefits attached to it are of secondary consideration. But, when it extends to the consciousness of the fact that one is serving one’s country, service then becomes a thing of noble and national pride. Of course, the first set of people imbued with this consciousness are members of the Armed Forces, and others in that category.


Understandably, the Armed Forces depict the defence and security of the nation. To them – and, rightly so – since their service to their country is to defend its existence and survival, they quickly align their philosophy or thinking with preserving its integrity and unity. That being an infectious thing really, how one now serves conscientiously matters. In other words, how to serve worthily as an enforcer of the law is never to lose sight of the central ingredients of the State, because, again, the existence of the State is to ensure that lives and property of its citizens are protected. To do this, any threats or inhibitions within and outside the country must be exterminated. Men and women who carry this burden of ensuring the security and safety of the country deserve to be celebrated; and sincere gratitude shown to them on account of their choice.


A time like this reminds one of Ismail Dauda, Chief Superintendent of Police (CSO) and, currently, the _Chief Security Officer_ (CSO) to Governor Adegboyega Oyetola of Osun State. From discreet investigations, CSP Dauda will be retiring from active service on November 1, 2022, after 35 years of meritorious service.


As it is with other professions, there are ups and downs, occupational hazards and tempting options in the Force. For our man, despite the level of corruption and social misgivings in the country, his career accomplishments have again shown that uprightness and dedication to service still pay.


CSP Dauda was born on born on March 3, 1968 in Sokoto, to the family of Dauda and Aishat Alabi of _‘Ile Gbangudu’,_ in Ogbomoso, Oyo State. His father was a police officer while his mother was a trader.  Raised in Kaduna, Kaduna State, the young Ismail attended Army Children School, Dalet Barracks, Kaduna, from 1976 to 1981. Between 1981 and 1983, he attended Government Secondary School, Kurmin Mashi, NDA, Kaduna, before proceeding to Community High School, Akata, Ogbomoso.


He joined the Nigeria Police Force (NPF) in 1987 and was trained at the prestigious Police College, Kaduna. His first duty post was in Mubi LGA in the present-day Adamawa State. He attended courses, both at home and abroad. Among them were: Detective Course at Detectives College, Enugu (1990); Promotion Course at Police College, Ikeja (1991); United Nations Peace Keeping Training Course, Zagreb, Croatia (1996); United Nations Human Rights Course, Bosnia Herzegovina (1997); and Combat Operations Course at Police Mobile Force Training School, Gwoza, Borno State (2001); He attained the rank of Inspector of Police in 1998; Assistant Superintendent of Police (ASP) in 2005; Deputy Superintendent of Police (DSP) in 2012; Superintendent of Police (SP) in 2016; and Chief Superintendent of Police (CSP) in 2021.


During his 35-year-long service in the Force, Ismail Dauda, aka _‘Oscar’_ held several Administrative and Command positions, notably: Member of the 21 Squadron Robot Rescue Squad (2000); Personal Assistant to Commissioner of Police, Federal Operations (2000); Inspector-in-Charge of Security at the Israeli Embassy in Nigeria (2001-2005); and Administrative Officer, Diplomatic Protection Unit, 44 PMF (2005-2007). Others include: ADC to the Speaker, House of Representatives (2008-2011); Administrative Officer, Presidential Escort, 24 PMF, State House Villa, Abuja (2012-2015); Unit Commander, 24 PMF Annex, Dodan Barracks (2015-2016); and OC Patrol and Guard Officer, Kano State Command (2016–2018), before his present appointment, in 2018. During the UN Mission in Croatia, he served as its Chief Investigation Officer in the Baranja Eastern Slavonia Sector.


The senior cop has many awards to his credit: _‘United Nations Medal for Peace Keeping in Croatia’_ (1997); _‘Embassy of Israel Commendation Letter for Good and Effective Management of the Embassy’s Security’_ (2005); and _‘Chevron Commendation for the Provision of Effective Security at EGTL, Escravous, Delta State’_ (2006). On December 22, 2021, he got the _‘Commissioner of Police Commendation and Award for Outstanding Performance as CSO to the Governor of Osun State’._ 


A sports and culture enthusiast, CSP Dauda is a member of the _Nigeria Football Coaches Association, Osun State Branch; International Institute of Professional Security (IIPS);_ and _Nigeria Army Resource Centre._ He is also the founder of _Area 3 All Stars Football Club,_ Abuja. He holds the title of _‘Ararinse Adini’_ of _Almojidu Salam Mosque,_ Irabiji in Osun State.


The retiring officer has a BSc in Criminology and Security Studies and an MSc in Peace and Conflict Resolution from the _National Open University of Nigeria_ (NOUN). He is happily married to Bilkisu, also a police officer. Their union is blessed with 6 children.


From the courses he attended and the postings where he served, that CSP Dauda was a thoroughbred officer was never in doubt. So, one can only hope that government would, with unreserved praise, find means of putting to effective use the wealth of experience and expertise of retired officers who, actually, are not tired. With the security challenges currently devastating the country, the service of seasoned officers like the Ismail Daudas of the NPF should not be lost to mere protocol of retirement!


Back in the Force, there are certain responsibilities and privileges assigned to diverse positions held. Besides, to be retiring successfully is no mean feat at all! The superior officers are watching while the junior ones are not dead to the world either. Being in-between, the demand to be disciplined is also very high. Therefore, one cannot afford to dither or lose sight of the essence of one’s mission. That CSP Dauda has been able to strike a balance between the subordinates on the one side, and the superordinate on the other, means that he has persevered. Is it any wonder that he did not misbehave while working with the political class?


Well, while one is not in doubt that the Police Force will accord CSP Dauda the extant retirement package painlessly, having also served in the State House should attract something. It therefore behoves the government to reward him handsomely for being dedicated to duty, and for his unselfish deeds. This will serve as an encouragement to others who will still serve in that position. It’s also one sure way to prevent desperation. Let’s be realistic, the security demands of the State House are enormous, the least of them being members of the opposition political parties, restive civil service personnel and the _‘we-no-go-gree’_ gangs.


According to Robert Byrne, _“the purpose of life is a life of purpose.”_ Yes, ‘Oscar’ is certainly not a rich man, but he remains a man of integrity. He stands out as a chivalrous and truthful officer who got to this stage purely on merit and professional competence. Evidently, this good man will be bequeathing an unblemished professional career to those who are coming behind. One can only wish him the best!

The police have established through the footage that Prince Ramon Adedoyin who is the chairman and owner of the Hilton Hotel in Ile Ife, Osun State, his Son and one other, both currently at large physically involved and masterminded the killing of the MBA Student Timothy Adegoke.


Our other sources also confirmed that some traditional rulers in Yorubaland who may later be implicated by this eventuality are working round the clock to ensure that the case die down. A traditional ruler has reportedly reached out to the one of the elder brothers of Adegoke asking for settlement.

A Federal High Court in Abuja has on Thursday denied Dr. Rahmon Adedoyin, the detained proprietor of Hilton Hotels, Ile-Ife, Osun State; a bail leave but granted him access to medical facilities of his choice, pending the hearing of his fundamental human rights enforcement suit.


Mr. Timothy Adegoke who was an MBA student of the Obafemi Awolowo University, Ile-Ife, allegedly strangled to death and shallowly buried within Adedoyin’s hotel.

In the court on Thursday when the matter came up for hearing, Adedoyin, who is also the founder of the Oduduwa University, Ile-Ife, through his counsel, Kunle Adegoke, SAN, informed the court that its order made on December 6, 2021 for the IG to appear in court, was duly served on the police boss as directed.


Adegoke said that on December 8, he personally visited the Police Headquarters in the FCT and reminded the authorities that the case would be coming up on Thursday. He however, expressed surprise that the IG was not in court and was not represented by any legal practitioner and prayed the court to take the ex parte motion already filed, as the IG had been put on notice as directed.


Adedoyin in the ex parte motion filed along with the fundamental human rights enforcement suit, prayed that the accused be admitted to bail pending the conclusion of investigation by the police or the determination of his fundamental human rights enforcement suit.


While delivering his ruling, Justice Inyang Ekwo after listening to the defense counsel denied a bail leave but granted the request to the effect that the police should allow the detainee to have access to medical facilities of his choice pending the hearing and determination of the fundamental human rights suit.

The judge thereafter adjourned the matter till January 21, 2021.

Meanwhile, the court had on Monday declined to grant any of the prayers contained in the ex parte motion and instead ordered Adedoyin to serve the motion and other processes on the police boss and consequently adjourned the matter till Thursday for hearing.

In a supporting affidavit, Chief Segun Aworinde, who described himself as Adedoyin’s younger brother, said despite being informed that the detainee was hypertensive and diabetic, the police had refused to release him or allow him access to quality health facility since he was arrested on November 15, 2021.

It should be recall that the autopsy report on late Adegoke, has been reportedly submitted to the police headquarters in Abuja on Wednesday, according to informed sources. Reliable sources disclosed that, “Adegoke died of severe trauma while his internal and external organs were intact. The internal organs like heart, kidney, livers and others could not be subjected to test because they are already in the advanced decomposition stage as at the time of carrying out the test; so they could not do that.”


The autopsy report was said to have established that both internal and external organs are complete, and they are in the normal position that they are ought to be.


Sources stressed that medical experts could not do a toxicology test on the body because the stomach had decomposed and was melting while they are carrying out the test.

“Severe trauma led to the death. I don’t know the type of trauma that he was subjected to before his death because the severe trauma that was arrived at, was an open-ended conclusion.

“Trauma could be as a result of hitting him with sticks or he falls, or sickness, or anything”, the sources revealed.

The Inspector General of Police, IGP Usman Alkali Baba, psc (+), NPM, fdc has approved the establishment of a Special Desk for Persons with Disability in all the Police Zonal and State Commands across the thirty-six (36) States of the Federation and the Federal Capital Territory (FCT).



The IGP, while commemorating the 2021 International Day for Persons with Disability, noted that the decision by the Force leadership to set-up the Disability Desk is informed by the need to ensure the NPF remains at the fore of contemporary policing practice which also advocates mainstreaming and inclusiveness for Persons With Disability.


 The IGP observed that the decision follows exhaustive deliberations with the Executive Secretary, National Commission for Persons With Disability, Mr James David Lalu, who led delegates from the Commision to the Force Headquarters on an advocacy visit to the IGP.


The NPF Special Desk for Persons with Disability, which will be domiciled at the Police Public Relations Offices in Commands nationwide, would serve as advocacy desk to enable the Force avail the PWD with unfettered access to policing services, promoting the dignity of their person, preventing stigmatization and stereotyping of PWD, and giving full effect to the Discrimination Against Persons with Disability (prohibition) Act, 2018.


The IGP equally approved a training program for Police personnel who are to serve as the Disability Desk Officers (DDO) under the coordination of the Force Public Relations Department. The training is being organized in partnership with the National Commission for Persons with Disability (NCPWD).

The Executive Secretary of NCPWD, who appreciated the IGP for the establishment of the Special Desk, expressed his belief that the initiative would go a long way in alleviating the numerous challenges faced by the PWD in the country.


Consequently, the IGP has directed all the Command Commissioners of Police (CPs) and their supervisory Assistant Inspectors General of Police (AIGs) to supervise the nomination of the DDOs and ensure hitch-free takeoff of the Disability Desk Offices in their respective Commands. He restates the commitment of the Force to ensuring adequate protection of the rights and privileges of Citizens with any form of disability in the country.

ENDSARS PANEL NOT ILLEGAL - A REPLY TO FESTUS KEYAMO


1 . On Sunday, Festus Keyamo, Minister of State for Labour and Employment, said the Lagos Judicial Panel of Inquiry on Restitution for Victim of SARS Related Abuses and Other Matters was “illegal and a waste of time” on the ground that the Lagos State government lacks the power to probe the conduct of police and military officers.


2. With due respect, the position of the learned Senior Advocate of Nigeria (SAN) is grossly misconceived, suspiciously misleading and does not reflect the true position of the law. The Lagos EndSARS panel was constituted within the ambits of law and its investigative powers are neither overreaching nor beyond the scope of the 1999 Constitution.


3. First, Section 1 of the Tribunal of Inquiry Law, Cap T7, Laws of Lagos State, 2015, confers power on the Governor of Lagos State to constitute the judicial panel to investigate “any matter in respect of which in the opinion an inquiry would be for the public welfare”. Instructively, it is settled law that the Federal Government lacks the power and authority to constitute judicial panels or any tribunal whatsoever for state governments. With a clear understanding that the Federal Government lacks the constitutional vires to constitute tribunal for states, the National Economic Council, NEC, last year directed the immediate establishment of State-based Judicial Panels of Inquiry to investigate complaints of police brutality or related extrajudicial killings with a view to delivering justice for all victims of the dissolved Special Anti-Robbery Squads (SARS) and other police units.


4. In the popular case of Fawehinmi v. Babangida (2003) 3 NWLR (Pt.808) 604, the Supreme Court succinctly held that: "The National Assembly cannot enact a general Law for the establishment of tribunals of inquiry for, and applicable in, the Federation of Nigeria. The power to enact such a Law has become a residual matter for the States in respect of which the Houses of Assembly can legislate for their respective States by virtue of Section 4(7)(a) of the 1999 Constitution. Although the Tribunals of Inquiry Act is an "existing law," its application is limited and has no general application". Flowing from the decision of Supreme Court, it is clear like crystal that the Federal Government of Nigeria can only set up Tribunal for the Federal Capital Territory, Abuja and not for States of the federation.


5. It is not in doubt that matters relating to the police and other security agencies established by law are on the exclusive legislative list. It is equally not a subject of controversy that Section 21 of the Tribunal of Inquiry Law of Lagos State empowers the Governor to exercise his powers under the Law in respect of matters within the legislative competence of the state. My only question is whether issues of human rights are within the legislative competence of state governments and whether the panels so constituted can look into the atrocities and human rights violations committed  by the police and other security agencies?


6. In AG Abia State v. AG Federation (2006) 16 NWLR (Pt. 1005) 265, the Supreme Court clarified that matters not included in the exclusive and concurrent lists are residual and are meant for the State, not the Federal, to legislate upon. Human rights related matters are neither on the exclusive or concurrent lists, therefore, they are within the legislative competence of Lagos state. Thus, the Lagos State government can validly make laws in respect of human rights and constitute panels to investigate cases of human rights violations recorded within the state. 


7. While the Lagos State Government cannot make laws to control, discipline or regulate security officers of the Federal Government, it has the constitutional powers to set up panels to investigate human rights abuses and in any case where the conducts of federal officers like the police and army come under checks or scrutiny, the panels so constituted have the powers in law and equity to investigate them and make valid recommendations. There is a fundamental difference between the Lagos State government legislating over matters on officers of the Federal Government and a case where officers of the Federal Government who committed heinous crimes against humanity in Lagos State become subject of a Panel of Inquiry set up by the Lagos State Government. Those that perpetrated the massacre cannot use the law as a shield from being answerable for their crimes.


8. Meanwhile, it is a rude shock that the learned silk just discovered his alleged “illegality” of the Panel over a year since it was constituted up till the point that it submitted its reports. This sudden attack on the legal validity of the panel is strange and quite suspicious. One wonders if the Honourable Minister would have maintained the same position if the Panel reports and recommendations absolved the Federal Government of any wrongdoing. I daresay that the opinion of the Honourable Minister is calculated to discredit the valid reports of the panel. Too late! The truth is in the open and no attempt to thwart the genuine efforts of the EndSARS panel will succeed.


9. I find it self-immolating that the same Federal Government that directed that the panel be set up and submitted itself to its jurisdiction is coming forward to challenge the constitutionality of the panel. It shows a great level of dissimulation and double-standard. Why is the Federal Government blowing hot and cold? Why is the Federal Government approbating and reprobating? It is illegal and immoral for the Federal Government to submit to the jurisdiction of the Panel and later retract when the verdict is “unfavorable”.

1 . On Sunday, Festus Keyamo, Minister of State for Labour and Employment, said the Lagos Judicial Panel of Inquiry on Restitution for Victim of SARS Related Abuses and Other Matters was “illegal and a waste of time” on the ground that the Lagos State government lacks the power to probe the conduct of police and military officers.


2. With due respect, the position of the learned Senior Advocate of Nigeria (SAN) is grossly misconceived, suspiciously misleading and does not reflect the true position of the law. The Lagos EndSARS panel was constituted within the ambits of law and its investigative powers are neither overreaching nor beyond the scope of the 1999 Constitution.


3. First, Section 1 of the Tribunal of Inquiry Law, Cap T7, Laws of Lagos State, 2015, confers power on the Governor of Lagos State to constitute the judicial panel to investigate “any matter in respect of which in the opinion an inquiry would be for the public welfare”. Instructively, it is settled law that the Federal Government lacks the power and authority to constitute judicial panels or any tribunal whatsoever for state governments. With a clear understanding that the Federal Government lacks the constitutional vires to constitute tribunal for states, the National Economic Council, NEC, last year directed the immediate establishment of State-based Judicial Panels of Inquiry to investigate complaints of police brutality or related extrajudicial killings with a view to delivering justice for all victims of the dissolved Special Anti-Robbery Squads (SARS) and other police units.


4. In the popular case of Fawehinmi v. Babangida (2003) 3 NWLR (Pt.808) 604, the Supreme Court succinctly held that: "The National Assembly cannot enact a general Law for the establishment of tribunals of inquiry for, and applicable in, the Federation of Nigeria. The power to enact such a Law has become a residual matter for the States in respect of which the Houses of Assembly can legislate for their respective States by virtue of Section 4(7)(a) of the 1999 Constitution. Although the Tribunals of Inquiry Act is an "existing law," its application is limited and has no general application". Flowing from the decision of Supreme Court, it is clear like crystal that the Federal Government of Nigeria can only set up Tribunal for the Federal Capital Territory, Abuja and not for States of the federation.


5. It is not in doubt that matters relating to the police and other security agencies established by law are on the exclusive legislative list. It is equally not a subject of controversy that Section 21 of the Tribunal of Inquiry Law of Lagos State empowers the Governor to exercise his powers under the Law in respect of matters within the legislative competence of the state. My only question is whether issues of human rights are within the legislative competence of state governments and whether the panels so constituted can look into the atrocities and human rights violations committed  by the police and other security agencies?


6. In AG Abia State v. AG Federation (2006) 16 NWLR (Pt. 1005) 265, the Supreme Court clarified that matters not included in the exclusive and concurrent lists are residual and are meant for the State, not the Federal, to legislate upon. Human rights related matters are neither on the exclusive or concurrent lists, therefore, they are within the legislative competence of Lagos state. Thus, the Lagos State government can validly make laws in respect of human rights and constitute panels to investigate cases of human rights violations recorded within the state. 


7. While the Lagos State Government cannot make laws to control, discipline or regulate security officers of the Federal Government, it has the constitutional powers to set up panels to investigate human rights abuses and in any case where the conducts of federal officers like the police and army come under checks or scrutiny, the panels so constituted have the powers in law and equity to investigate them and make valid recommendations. There is a fundamental difference between the Lagos State government legislating over matters on officers of the Federal Government and a case where officers of the Federal Government who committed heinous crimes against humanity in Lagos State become subject of a Panel of Inquiry set up by the Lagos State Government. Those that perpetrated the massacre cannot use the law as a shield from being answerable for their crimes.


8. Meanwhile, it is a rude shock that the learned silk just discovered his alleged “illegality” of the Panel over a year since it was constituted up till the point that it submitted its reports. This sudden attack on the legal validity of the panel is strange and quite suspicious. One wonders if the Honourable Minister would have maintained the same position if the Panel reports and recommendations absolved the Federal Government of any wrongdoing. I daresay that the opinion of the Honourable Minister is calculated to discredit the valid reports of the panel. Too late! The truth is in the open and no attempt to thwart the genuine efforts of the EndSARS panel will succeed.


9. I find it self-immolating that the same Federal Government that directed that the panel be set up and submitted itself to its jurisdiction is coming forward to challenge the constitutionality of the panel. It shows a great level of dissimulation and double-standard. Why is the Federal Government blowing hot and cold? Why is the Federal Government approbating and reprobating? It is illegal and immoral for the Federal Government to submit to the jurisdiction of the Panel and later retract when the verdict is “unfavorable”.

Yet, one of the principal suspects Adedoyin while still in Police detention can declare his own Post Mortem Report of intact body parts. 


The Nigeria Police may needs to explain to the public how Adedoyin was  able to make voice notes and post the same on Social Media while under detention.

This Morning heading to Ikeja with my brother and his wife to meet up with our visa appointment, on getting to the road that connects third mainland bridge through Osborne, we saw people scatter round the road, An unbranded Vehicle (Korope) was used to block the road. I told my brother to be careful incase they were Armed Robbers (which turns out true, only this time, they wore uniform, empowered Criminals) so we don't just run into their trap. 


We got to them, stopped after noticing they were police men, they asked for vehicle particular and we gave them, asked for his drivers license and we gave them, then they asked my brother's wife to get down from they car, and that my brother should hand over his keys.


Ah hand over keys ke,  Why do you need our car key and why should my brother's wife leave the front seat for you? Why do you even want to enter the car, is it your car? Omo the next thing one of them snatch my brother's phone? Ah this people mean business o At that point, I had started recording with my phone, and the same guy that collected my brother's phone started moving close to me.


I noticed he was trying to snatch my phone too so I was carefully avoiding him, and boom they tried pinning me to the Ground, I quickly passed my phone to my brother's wife, the dragging continue and they were very particular about getting the keys from us. Took all our phones they could lay hands on, Took turns to hit me, tore all my clothes. 


Some guys saw what was happening,

Stopped their car on the other side of the road and started recording, when the noticed that they were external people recording them, they started shooting. On noticing that we did not even flinch, one of them started begging us, told us we can go.


Go? Like seriously? without our phones? No sir, we must get our phones, all our phones.

It's sad that we keep seeing a repeat of the very brutality we've been fighting against every time. Men of the Nigerian Police Force are never tired of constantly extorting


When they noticed that we and the Guys who stopped to record weren't backing out, they ran into their vehicle and sped off. I don't even feel safe anymore in my own country.


We run from Armed Robbers and Kidnappers and we should be running from Police men too? @PoliceNG when will all this Harrasment end?

At what point will we start feeling safe in our own country?

Our attention has just been drawn to a broadcast allegedly made by the owner of Hilton Hotel, Ile-Ife, Prince Rahmon Adedoyin with respect to the ongoing police investigation on the strange death of Mr. Timothy Oludare.


From the abysmal worldwide broadcast allegedly released by the Suspect from police custody, now trending both in print and social media, what was supposed to have been a solemn declaration and recording of statement at the Police facility was transmogrified into a musical concert or show of comedy fest, advertisement and a maudlin plea of non-guilt and exoneration by the Suspect.


What is more befuddling and disheartening is the fact that the Police who is meant to be an unbiased Investigating Agency would allow its custody to be used as a recording studio for the Suspect to toot his own horn! 


Applying the test of a reasonable man, no doubt one will be led to the irresistible conclusion that the broadcast is not only an obfuscating façade but also a stratagem of invasion and confusion.


Considering the trajectory and the incendiary surrounding the heinous and gruesome murder of Mr Timothy Oludare, it is expected that the Police ought to have been very professional and discreet in ensuring that a thorough investigation is conducted, no matter how highly placed anyone could be!

Be that as it may, while it is not in our stead to direct the Police on how to conduct its investigation, however the perdurable questions that urgently cry for answers are as follows:


*Since the exhumation of the Corpse of Mr Timothy Oludare, has the Police put a protective cordon around the facility extending to some radius beyond the location where his body was found? There is a probability that this not the first victim. The use of a Ground Penetrating Radar (GPR) is an efficient and effective means to search for buried bodies.


*Was there a CCTV in the hotel? If no, why? It is pretty standard for CCTVs to be in public places especially hotels. If none was installed, same is suspicious and indicative of premeditation.


*Has the premises of the suspect been searched by the Police in order to discover any incriminating materials? If not, a warrant should be obtained to search his properties for such.


While we await the outcome of Police investigation, it must be stated with every sense of purpose that we shall ensure, as ministers in the temple of justice and adherent to the dictates of the rule of law that the water of justice is not muddled in the instant case by any guise no matter how highly placed anyone could be!


We therefore urge the Inspector General of Police to use his good offices to see to it that the deceased gets JUSTICE!


In the interim, while we await the completion of autopsy on the cause of death of the deceased, we take the liberty to request that the remains of the deceased be promptly released to his family for a proper and befitting burial.

(1) The lady receptionist who had earlier denied admitting the young guy into the hotel confessed after the payment was traced to her account 

(2) the lady also confessed that their Chairman had hand in the brutal ritual killing

(3) the lady supposed to close at 12noon but called another staff to take over duty at 8am, that she had emergency call at Ejigbo. Her phone was tracked and eventually picked up by the police. She then pleaded with the police that she was ready to confess everything that happened 

(4) It was at her instance that all principal actors were mentioned and apprehended, including the Chairman of the hotel.

(5) Contrary to earlier report that an herbalist from Ejigbo was involved. No please. The Manager "4", who is also one of the principal staffs of the hotel is an Alfa/ritualist and probably been used by the Chairman to carry out their evil plans. He had also confessed and in police net with 6 others 

(6) the lady receptionist is on N200,000.00 monthly salary, salary that Eko Hotels or Sheraton cannot pay if not for her involvement in ritual killings 

(7) The young man was suspected to have been strangled to death in his hotel room

The Lagos State Judicial Panel of Inquiry has validated them all. 


Now Aso Rock is in disarray no words from the despicable, sycophantic and bootlicking lots like Liar Mohammed, Femi Adesina, Garba Shehu Malami, and others.


They are very furious that the reports were made public which has put them to lasting shame and global disgrace. What's next is for justice to be served.

● The Army & Police indicted of carrying out the Massacre

● The panel has named all victims and proposed compensations.

● proposed punishments for all the security personnel involved in the killings.

● The panel has proposed naming the Lekki Toll gate “EndSARS Toll Gate”

● The Lekki Concession company(LCC) owners of the Toll gate attempted a cover up of the atrocities perpetrated by the Nigerian Army and Police.

Can Jide Sanwoolu, Lai Mohammed, Garba Shehu, Raji Fashola and others asking “where are the bodies?” honourably bury their heads in shame now that the submitted #EndSars Panel report has shown that there was indeed a massacre? 


Everyone knows there was a massacre; it is a living truth that is incontrovertible. The authorities are equally aware that the tragedy that occurred at Lekki Tollgate October 2020 was a mindless massacre. They masterminded the evil just to break the undying resolve of protesting youths yearning for a country that respects human rights and social justice.


Now that the youths have been vindicated, will the authorities truly implement the recommendations of the Panel? Will the APC government ever apologize to young people and admit that its dirty hands are full of blood and the spirit of the slain innocent is crying bitterly in heaven for vengeance?


Given that the #EndSars struggle was a major reason why Twitter was banned, would the Buhari regime truly apologize and lift the thoughtless ban with immediate effect? Would the Buhari regime place itself in the witness box and answer questions over the fatal murder of courageous Nigerians exercising their fundamental rights to protest and freedom of expression and association?


For there be true peace in Nigeria, those massacred must get justice. Now that the truth has been corroborated, consequences must be meted out against those found wanting. And that will start from President Muhammadu Buhari, the very Commander-in-Chief of Armed Forces. No justice, no peace.
