Dear citizens of Russia! Dear friends!


Today, I again consider it necessary to return to the tragic events taking place in the Donbass and the key issues of ensuring the security of Russia itself.


Let me start with what I said in my address of February 21 this year. We are talking about what causes us particular concern and anxiety, about those fundamental threats that year after year, step by step, are rudely and unceremoniously created by irresponsible politicians in the West in relation to our country. I mean the expansion of the NATO bloc to the east, bringing its military infrastructure closer to Russian borders.


It is well known that for 30 years we have persistently and patiently tried to reach an agreement with the leading NATO countries on the principles of equal and indivisible security in Europe. In response to our proposals, we constantly faced either cynical deception and lies, or attempts to pressure and blackmail, while the North Atlantic Alliance, in the meantime, despite all our protests and concerns, is steadily expanding. The military machine is moving and, I repeat, is coming close to our borders.


Why is all this happening? Where does this impudent manner of speaking from the position of one's own exclusivity, infallibility and permissiveness come from? Where does the disdainful, disdainful attitude towards our interests and absolutely legitimate demands come from?


The answer is clear, everything is clear and obvious. The Soviet Union in the late 80s of the last century weakened, and then completely collapsed. The whole course of events that took place then is a good lesson for us today as well; it convincingly showed that the paralysis of power and will is the first step towards complete degradation and oblivion. As soon as we lost confidence in ourselves for some time, and that’s it, the balance of power in the world turned out to be disturbed.


This has led to the fact that the previous treaties and agreements are no longer in effect. Persuasion and requests do not help. Everything that does not suit the hegemon, those in power, is declared archaic, obsolete, unnecessary. And vice versa: everything that seems beneficial to them is presented as the ultimate truth, pushed through at any cost, boorishly, by all means. Dissenters are broken through the knee. 


What I am talking about now concerns not only Russia and not only us. This applies to the entire system of international relations, and sometimes even to the US allies themselves. After the collapse of the USSR, the redivision of the world actually began, and the norms of international law that had developed by that time - and the key, basic ones were adopted at the end of the Second World War and largely consolidated its results - began to interfere with those who declared themselves the winner in the Cold War .


Of course, in practical life, in international relations, in the rules for their regulation, it was necessary to take into account changes in the situation in the world and the balance of power itself. However, this should have been done professionally, smoothly, patiently, taking into account and respecting the interests of all countries and understanding our responsibility. But no - a state of euphoria from absolute superiority, a kind of modern form of absolutism, and even against the background of a low level of general culture and arrogance of those who prepared, adopted and pushed through decisions that were beneficial only for themselves. The situation began to develop according to a different scenario. 


You don't have to look far for examples. First, without any sanction from the UN Security Council, they carried out a bloody military operation against Belgrade, using aircraft and missiles right in the very center of Europe. Several weeks of continuous bombing of civilian cities, on life-supporting infrastructure. We have to remind these facts, otherwise some Western colleagues do not like to remember those events, and when we talk about it, they prefer to point not to the norms of international law, but to the circumstances that they interpret as they see fit.


Then came the turn of Iraq, Libya, Syria. The illegitimate use of military force against Libya, the perversion of all decisions of the UN Security Council on the Libyan issue led to the complete destruction of the state, to the emergence of a huge hotbed of international terrorism, to the fact that the country plunged into a humanitarian catastrophe that has not stopped for many years. civil war. The tragedy, which doomed hundreds of thousands, millions of people not only in Libya, but throughout this region, gave rise to a massive migration exodus from North Africa and the Middle East to Europe.


A similar fate was prepared for Syria. The fighting of the Western coalition on the territory of this country without the consent of the Syrian government and the sanction of the UN Security Council is nothing but aggression, intervention.


However, a special place in this series is occupied, of course, by the invasion of Iraq, also without any legal grounds. As a pretext, they chose reliable information allegedly available to the United States about the presence of weapons of mass destruction in Iraq. As proof of this, publicly, in front of the eyes of the whole world, the US Secretary of State shook some kind of test tube with white powder, assuring everyone that this is the chemical weapon being developed in Iraq. And then it turned out that all this was a hoax, a bluff: there are no chemical weapons in Iraq. Unbelievable, surprising, but the fact remains. There were lies at the highest state level and from the high rostrum of the UN. And as a result - huge casualties, destruction, an incredible surge of terrorism.


In general, one gets the impression that practically everywhere, in many regions of the world, where the West comes to establish its own order, the result is bloody, unhealed wounds, ulcers of international terrorism and extremism. All that I have said is the most egregious, but by no means the only examples of disregard for international law.


In this series, and promises to our country not to expand NATO by one inch to the east. I repeat - they deceived me, but in popular terms, they simply threw it away. Yes, you can often hear that politics is a dirty business. Perhaps, but not to the same extent, not to the same extent. After all, such cheating behavior contradicts not only the principles of international relations, but above all the generally recognized norms of morality and morality. Where is justice and truth here? Just a bunch of lies and hypocrisy. 


By the way, American politicians, political scientists and journalists themselves write and talk about the fact that a real “empire of lies” has been created inside the United States in recent years. It's hard to disagree with that - it's true. But do not be modest: the United States is still a great country, a system-forming power. All her satellites not only resignedly and dutifully assent, sing along to her for any reason, but also copy her behavior, enthusiastically accept the rules he proposes. Therefore, with good reason, we can confidently say that the entire so-called Western bloc, formed by the United States in its own image and likeness, all of it is the very “empire of lies”.


As for our country, after the collapse of the USSR, with all the unprecedented openness of the new modern Russia, the readiness to work honestly with the United States and other Western partners, and in the conditions of virtually unilateral disarmament, they immediately tried to squeeze us, finish off and destroy us completely. This is exactly what happened in the 90s, in the early 2000s, when the so-called collective West most actively supported separatism and mercenary gangs in southern Russia. What sacrifices, what losses did all this cost us then, what trials did we have to go through before we finally broke the back of international terrorism in the Caucasus. We remember this and will never forget.


Yes, in fact, until recently, attempts have not stopped to use us in their own interests, destroy our traditional values ​​and impose on us their pseudo-values ​​that would corrode us, our people from the inside, those attitudes that they are already aggressively planting in their countries and which directly lead to degradation and degeneration, because they contradict the very nature of man. It won't happen, no one has ever done it. It won't work now either.


Despite everything, in December 2021, we nevertheless once again made an attempt to agree with the United States and its allies on the principles of ensuring security in Europe and on the non-expansion of NATO. Everything is in vain. The US position does not change. They do not consider it necessary to negotiate with Russia on this key issue for us, pursuing their own goals, they neglect our interests. 


And of course, in this situation, we have a question: what to do next, what to expect? We know well from history how in the 1940s and early 1941s the Soviet Union tried in every possible way to prevent or at least delay the outbreak of war. To this end, among other things, he tried literally to the last not to provoke a potential aggressor, did not carry out or postponed the most necessary, obvious actions to prepare for repelling an inevitable attack. And those steps that were nevertheless taken in the end were catastrophically belated.


As a result, the country was not ready to fully meet the invasion of Nazi Germany, which attacked our Motherland on June 22, 1941 without declaring war. The enemy was stopped and then crushed, but at a colossal cost. An attempt to appease the aggressor on the eve of the Great Patriotic War turned out to be a mistake that cost our people dearly. In the very first months of hostilities, we lost huge, strategically important territories and millions of people. The second time we will not allow such a mistake, we have no right.


Those who claim world domination, publicly, with impunity and, I emphasize, without any reason, declare us, Russia, their enemy. Indeed, today they have great financial, scientific, technological and military capabilities. We are aware of this and objectively assess the threats constantly being addressed to us in the economic sphere, as well as our ability to resist this impudent and permanent blackmail. I repeat, we evaluate them without illusions, extremely realistically.


As for the military sphere, modern Russia, even after the collapse of the USSR and the loss of a significant part of its potential, is today one of the most powerful nuclear powers in the world and, moreover, has certain advantages in a number of the latest types of weapons. In this regard, no one should have any doubts that a direct attack on our country will lead to defeat and dire consequences for any potential aggressor.


At the same time, technologies, including defense technologies, are changing rapidly. Leadership in this area is passing and will continue to change hands, but the military development of the territories adjacent to our borders, if we allow it, will remain for decades to come, and maybe forever, and will create an ever-growing, absolutely unacceptable threat for Russia. .


Even now, as NATO expands to the east, the situation for our country is getting worse and more dangerous every year. Moreover, in recent days, the leadership of NATO has been openly talking about the need to accelerate, speed up the advancement of the Alliance's infrastructure to the borders of Russia. In other words, they are hardening their position. We can no longer just continue to observe what is happening. It would be absolutely irresponsible on our part.


Further expansion of the infrastructure of the North Atlantic Alliance, the military development of the territories of Ukraine that has begun is unacceptable for us. The point, of course, is not the NATO organization itself - it is only an instrument of US foreign policy. The problem is that in the territories adjacent to us, I will note, in our own historical territories, an “anti-Russia” hostile to us is being created, which has been placed under complete external control, is intensively settled by the armed forces of NATO countries and is pumped up with the most modern weapons. 


For the United States and its allies, this is the so-called policy of containment of Russia, obvious geopolitical dividends. And for our country, this is ultimately a matter of life and death, a matter of our historical future as a people. And this is not an exaggeration - it is true. This is a real threat not just to our interests, but to the very existence of our state, its sovereignty. This is the very red line that has been talked about many times. They passed her.


In this regard, and about the situation in the Donbass. We see that the forces that carried out a coup d'etat in Ukraine in 2014, seized power and are holding it with the help of, in fact, decorative electoral procedures, have finally abandoned the peaceful settlement of the conflict. For eight years, endlessly long eight years, we have done everything possible to resolve the situation by peaceful, political means. All in vain.


As I said in my previous address, one cannot look at what is happening there without compassion. It was simply impossible to endure all this. It was necessary to immediately stop this nightmare - the genocide against the millions of people living there, who rely only on Russia, hope only on us. It was these aspirations, feelings, pain of people that were for us the main motive for making a decision to recognize the people's republics of Donbass.


What I think is important to emphasize further. The leading NATO countries, in order to achieve their own goals, support extreme nationalists and neo-Nazis in Ukraine in everything, who, in turn, will never forgive the Crimeans and Sevastopol residents for their free choice - reunification with Russia.


They, of course, will climb into the Crimea, and just like in the Donbass, with a war in order to kill, as punishers from the gangs of Ukrainian nationalists, Hitler's accomplices, killed defenseless people during the Great Patriotic War. They openly declare that they lay claim to a number of other Russian territories.


The entire course of events and analysis of incoming information shows that Russia's clash with these forces is inevitable. It is only a matter of time: they are getting ready, they are waiting for the right time. Now they also claim to possess nuclear weapons. We will not allow this to be done.


As I said earlier, after the collapse of the USSR, Russia accepted new geopolitical realities. We respect and will continue to treat all the newly formed countries in the post-Soviet space with respect. We respect and will continue to respect their sovereignty, and an example of this is the assistance we provided to Kazakhstan, which faced tragic events, with a challenge to its statehood and integrity. But Russia cannot feel safe, develop, exist with a constant threat emanating from the territory of modern Ukraine.


Let me remind you that in 2000-2005 we gave a military rebuff to terrorists in the Caucasus, defended the integrity of our state, saved Russia. In 2014, they supported the Crimeans and Sevastopol residents. In 2015, the Armed Forces used to put a reliable barrier to the penetration of terrorists from Syria into Russia. We had no other way to protect ourselves.


The same thing is happening now. You and I simply have not been left with any other opportunity to protect Russia, our people, except for the one that we will be forced to use today. Circumstances require us to take decisive and immediate action. The people's republics of Donbass turned to Russia with a request for help.


In this regard, in accordance with Article 51 of Part 7 of the UN Charter, with the sanction of the Federation Council of Russia and in pursuance of the treaties of friendship and mutual assistance ratified by the Federal Assembly on February 22 this year with the Donetsk People's Republic and the Luhansk People's Republic, I decided to conduct a special military operation .


Its goal is to protect people who have been subjected to bullying and genocide by the Kiev regime for eight years. And for this, we will strive for the demilitarization and denazification of Ukraine, as well as bringing to justice those who committed numerous bloody crimes against civilians, including citizens of the Russian Federation.


At the same time, our plans do not include the occupation of Ukrainian territories. We are not going to impose anything on anyone by force. At the same time, we hear that recently in the West there are more and more words that the documents signed by the Soviet totalitarian regime, which consolidate the results of the Second World War, should no longer be carried out. Well, what is the answer to this?


The results of the Second World War, as well as the sacrifices made by our people on the altar of victory over Nazism, are sacred. But this does not contradict the high values ​​of human rights and freedoms, based on the realities that have developed today over all the post-war decades. It also does not cancel the right of nations to self-determination, enshrined in Article 1 of the UN Charter.


Let me remind you that neither during the creation of the USSR, nor after the Second World War, people living in certain territories that are part of modern Ukraine, no one ever asked how they themselves want to arrange their lives. Our policy is based on freedom, the freedom of choice for everyone to independently determine their own future and the future of their children. And we consider it important that this right - the right to choose - could be used by all the peoples living on the territory of today's Ukraine, by everyone who wants it.

It is well known that for 30 years we have persistently and patiently tried to reach an agreement with the leading NATO countries on the principles of equal and indivisible security in Europe. In response to our proposals, we constantly faced either cynical deception and lies, or attempts to pressure and blackmail, while the North Atlantic Alliance, in the meantime, despite all our protests and concerns, is steadily expanding. The military machine is moving and, I repeat, is coming close to our borders.


Why is all this happening? Where does this impudent manner of speaking from the position of one's own exclusivity, infallibility and permissiveness come from? Where does the disdainful, disdainful attitude towards our interests and absolutely legitimate demands come from?


The answer is clear, everything is clear and obvious. The Soviet Union in the late 80s of the last century weakened, and then completely collapsed. The whole course of events that took place then is a good lesson for us today as well; it convincingly showed that the paralysis of power and will is the first step towards complete degradation and oblivion. As soon as we lost confidence in ourselves for some time, and that’s it, the balance of power in the world turned out to be disturbed.


This has led to the fact that the previous treaties and agreements are no longer in effect. Persuasion and requests do not help. Everything that does not suit the hegemon, those in power, is declared archaic, obsolete, unnecessary. And vice versa: everything that seems beneficial to them is presented as the ultimate truth, pushed through at any cost, boorishly, by all means. Dissenters are broken through the knee. 


What I am talking about now concerns not only Russia and not only us. This applies to the entire system of international relations, and sometimes even to the US allies themselves. After the collapse of the USSR, the redivision of the world actually began, and the norms of international law that had developed by that time - and the key, basic ones were adopted at the end of the Second World War and largely consolidated its results - began to interfere with those who declared themselves the winner in the Cold War .


Of course, in practical life, in international relations, in the rules for their regulation, it was necessary to take into account changes in the situation in the world and the balance of power itself. However, this should have been done professionally, smoothly, patiently, taking into account and respecting the interests of all countries and understanding our responsibility. But no - a state of euphoria from absolute superiority, a kind of modern form of absolutism, and even against the background of a low level of general culture and arrogance of those who prepared, adopted and pushed through decisions that were beneficial only for themselves. The situation began to develop according to a different scenario. 


You don't have to look far for examples. First, without any sanction from the UN Security Council, they carried out a bloody military operation against Belgrade, using aircraft and missiles right in the very center of Europe. Several weeks of continuous bombing of civilian cities, on life-supporting infrastructure. We have to remind these facts, otherwise some Western colleagues do not like to remember those events, and when we talk about it, they prefer to point not to the norms of international law, but to the circumstances that they interpret as they see fit.


Then came the turn of Iraq, Libya, Syria. The illegitimate use of military force against Libya, the perversion of all decisions of the UN Security Council on the Libyan issue led to the complete destruction of the state, to the emergence of a huge hotbed of international terrorism, to the fact that the country plunged into a humanitarian catastrophe that has not stopped for many years. civil war. The tragedy, which doomed hundreds of thousands, millions of people not only in Libya, but throughout this region, gave rise to a massive migration exodus from North Africa and the Middle East to Europe.


A similar fate was prepared for Syria. The fighting of the Western coalition on the territory of this country without the consent of the Syrian government and the sanction of the UN Security Council is nothing but aggression, intervention.


However, a special place in this series is occupied, of course, by the invasion of Iraq, also without any legal grounds. As a pretext, they chose reliable information allegedly available to the United States about the presence of weapons of mass destruction in Iraq. As proof of this, publicly, in front of the eyes of the whole world, the US Secretary of State shook some kind of test tube with white powder, assuring everyone that this is the chemical weapon being developed in Iraq. And then it turned out that all this was a hoax, a bluff: there are no chemical weapons in Iraq. Unbelievable, surprising, but the fact remains. There were lies at the highest state level and from the high rostrum of the UN. And as a result - huge casualties, destruction, an incredible surge of terrorism.


In general, one gets the impression that practically everywhere, in many regions of the world, where the West comes to establish its own order, the result is bloody, unhealed wounds, ulcers of international terrorism and extremism. All that I have said is the most egregious, but by no means the only examples of disregard for international law.


In this series, and promises to our country not to expand NATO by one inch to the east. I repeat - they deceived me, but in popular terms, they simply threw it away. Yes, you can often hear that politics is a dirty business. Perhaps, but not to the same extent, not to the same extent. After all, such cheating behavior contradicts not only the principles of international relations, but above all the generally recognized norms of morality and morality. Where is justice and truth here? Just a bunch of lies and hypocrisy. 


By the way, American politicians, political scientists and journalists themselves write and talk about the fact that a real “empire of lies” has been created inside the United States in recent years. It's hard to disagree with that - it's true. But do not be modest: the United States is still a great country, a system-forming power. All her satellites not only resignedly and dutifully assent, sing along to her for any reason, but also copy her behavior, enthusiastically accept the rules he proposes. Therefore, with good reason, we can confidently say that the entire so-called Western bloc, formed by the United States in its own image and likeness, all of it is the very “empire of lies”.


As for our country, after the collapse of the USSR, with all the unprecedented openness of the new modern Russia, the readiness to work honestly with the United States and other Western partners, and in the conditions of virtually unilateral disarmament, they immediately tried to squeeze us, finish off and destroy us completely. This is exactly what happened in the 90s, in the early 2000s, when the so-called collective West most actively supported separatism and mercenary gangs in southern Russia. What sacrifices, what losses did all this cost us then, what trials did we have to go through before we finally broke the back of international terrorism in the Caucasus. We remember this and will never forget.


Yes, in fact, until recently, attempts have not stopped to use us in their own interests, destroy our traditional values ​​and impose on us their pseudo-values ​​that would corrode us, our people from the inside, those attitudes that they are already aggressively planting in their countries and which directly lead to degradation and degeneration, because they contradict the very nature of man. It won't happen, no one has ever done it. It won't work now either.


Despite everything, in December 2021, we nevertheless once again made an attempt to agree with the United States and its allies on the principles of ensuring security in Europe and on the non-expansion of NATO. Everything is in vain. The US position does not change. They do not consider it necessary to negotiate with Russia on this key issue for us, pursuing their own goals, they neglect our interests. 


And of course, in this situation, we have a question: what to do next, what to expect? We know well from history how in the 1940s and early 1941s the Soviet Union tried in every possible way to prevent or at least delay the outbreak of war. To this end, among other things, he tried literally to the last not to provoke a potential aggressor, did not carry out or postponed the most necessary, obvious actions to prepare for repelling an inevitable attack. And those steps that were nevertheless taken in the end were catastrophically belated.


As a result, the country was not ready to fully meet the invasion of Nazi Germany, which attacked our Motherland on June 22, 1941 without declaring war. The enemy was stopped and then crushed, but at a colossal cost. An attempt to appease the aggressor on the eve of the Great Patriotic War turned out to be a mistake that cost our people dearly. In the very first months of hostilities, we lost huge, strategically important territories and millions of people. The second time we will not allow such a mistake, we have no right.


Those who claim world domination, publicly, with impunity and, I emphasize, without any reason, declare us, Russia, their enemy. Indeed, today they have great financial, scientific, technological and military capabilities. We are aware of this and objectively assess the threats constantly being addressed to us in the economic sphere, as well as our ability to resist this impudent and permanent blackmail. I repeat, we evaluate them without illusions, extremely realistically.


As for the military sphere, modern Russia, even after the collapse of the USSR and the loss of a significant part of its potential, is today one of the most powerful nuclear powers in the world and, moreover, has certain advantages in a number of the latest types of weapons. In this regard, no one should have any doubts that a direct attack on our country will lead to defeat and dire consequences for any potential aggressor.


At the same time, technologies, including defense technologies, are changing rapidly. Leadership in this area is passing and will continue to change hands, but the military development of the territories adjacent to our borders, if we allow it, will remain for decades to come, and maybe forever, and will create an ever-growing, absolutely unacceptable threat for Russia. .


Even now, as NATO expands to the east, the situation for our country is getting worse and more dangerous every year. Moreover, in recent days, the leadership of NATO has been openly talking about the need to accelerate, speed up the advancement of the Alliance's infrastructure to the borders of Russia. In other words, they are hardening their position. We can no longer just continue to observe what is happening. It would be absolutely irresponsible on our part.


Further expansion of the infrastructure of the North Atlantic Alliance, the military development of the territories of Ukraine that has begun is unacceptable for us. The point, of course, is not the NATO organization itself - it is only an instrument of US foreign policy. The problem is that in the territories adjacent to us, I will note, in our own historical territories, an “anti-Russia” hostile to us is being created, which has been placed under complete external control, is intensively settled by the armed forces of NATO countries and is pumped up with the most modern weapons. 


For the United States and its allies, this is the so-called policy of containment of Russia, obvious geopolitical dividends. And for our country, this is ultimately a matter of life and death, a matter of our historical future as a people. And this is not an exaggeration - it is true. This is a real threat not just to our interests, but to the very existence of our state, its sovereignty. This is the very red line that has been talked about many times. They passed her.


In this regard, and about the situation in the Donbass. We see that the forces that carried out a coup d'etat in Ukraine in 2014, seized power and are holding it with the help of, in fact, decorative electoral procedures, have finally abandoned the peaceful settlement of the conflict. For eight years, endlessly long eight years, we have done everything possible to resolve the situation by peaceful, political means. All in vain.


As I said in my previous address, one cannot look at what is happening there without compassion. It was simply impossible to endure all this. It was necessary to immediately stop this nightmare - the genocide against the millions of people living there, who rely only on Russia, hope only on us. It was these aspirations, feelings, pain of people that were for us the main motive for making a decision to recognize the people's republics of Donbass.


What I think is important to emphasize further. The leading NATO countries, in order to achieve their own goals, support extreme nationalists and neo-Nazis in Ukraine in everything, who, in turn, will never forgive the Crimeans and Sevastopol residents for their free choice - reunification with Russia.


They, of course, will climb into the Crimea, and just like in the Donbass, with a war in order to kill, as punishers from the gangs of Ukrainian nationalists, Hitler's accomplices, killed defenseless people during the Great Patriotic War. They openly declare that they lay claim to a number of other Russian territories.


The entire course of events and analysis of incoming information shows that Russia's clash with these forces is inevitable. It is only a matter of time: they are getting ready, they are waiting for the right time. Now they also claim to possess nuclear weapons. We will not allow this to be done.


As I said earlier, after the collapse of the USSR, Russia accepted new geopolitical realities. We respect and will continue to treat all the newly formed countries in the post-Soviet space with respect. We respect and will continue to respect their sovereignty, and an example of this is the assistance we provided to Kazakhstan, which faced tragic events, with a challenge to its statehood and integrity. But Russia cannot feel safe, develop, exist with a constant threat emanating from the territory of modern Ukraine.


Let me remind you that in 2000-2005 we gave a military rebuff to terrorists in the Caucasus, defended the integrity of our state, saved Russia. In 2014, they supported the Crimeans and Sevastopol residents. In 2015, the Armed Forces used to put a reliable barrier to the penetration of terrorists from Syria into Russia. We had no other way to protect ourselves.


The same thing is happening now. You and I simply have not been left with any other opportunity to protect Russia, our people, except for the one that we will be forced to use today. Circumstances require us to take decisive and immediate action. The people's republics of Donbass turned to Russia with a request for help.


In this regard, in accordance with Article 51 of Part 7 of the UN Charter, with the sanction of the Federation Council of Russia and in pursuance of the treaties of friendship and mutual assistance ratified by the Federal Assembly on February 22 this year with the Donetsk People's Republic and the Luhansk People's Republic, I decided to conduct a special military operation .


Its goal is to protect people who have been subjected to bullying and genocide by the Kiev regime for eight years. But this does not contradict the high values ​​of human rights and freedoms, based on the realities that have developed today over all the post-war decades. It also does not cancel the right of nations to self-determination, enshrined in Article 1 of the UN Charter.


Let me remind you that neither during the creation of the USSR, nor after the Second World War, people living in certain territories that are part of modern Ukraine, no one ever asked how they themselves want to arrange their lives. Our policy is based on freedom, the freedom of choice for everyone to independently determine their own future and the future of their children. And we consider it important that this right - the right to choose - could be used by all the peoples living on the territory of today's Ukraine, by everyone who wants it.

Peskov noted that negotiations have consistently been at the top of the president’s list of priorities. “President Putin has always been demanding negotiations and diplomacy”, Peskov said to CNN, adding that it was the Kremlin which originally “initiated the issue of guarantees of security.”

He said: “Ukraine is just part of the problem, it’s part of the bigger problem of security guarantees for Russia,” the spokesman continued, emphasizing that Putin is “willing” to engage on a wider range of subjects.

Peskov’s comments were met by with a positive response in Washington, where US Deputy Press Secretary Karine Jean-Pierre welcomed the chance for dialogue.

We are open to diplomacy. That door to diplomacy is open, as we have said,” she noted. “And so … that’s what we want to be headed towards.”

Peskov’s comments on Monday night echoed similar statements by Russian Foreign Minister Sergey Lavrov, who earlier that day had highlighted Russia’s desire for effective dialogue with the West.

“We will develop a dialogue on aspects that are currently practically important, with our Western, primarily American, colleagues,” Lavrov declared.

These recent comments from the Russian officials coincide with an announcement on Tuesday morning from the Ministry of Foreign Affairs that the Russian response to US-led NATO regarding security proposals is nearing completion.

On December 17 last year, the Russian Foreign Ministry published a draft agreement between Russia and NATO members presenting Moscow’s security demands, namely the guarantee by the US-led military bloc of its non-expansion east into Ukraine and a limit to the deployment of troops and weapons to the bloc’s eastern flank, in effect returning NATO forces to where they were stationed in 1997.

Moscow received an official written response from Washington on January 26. However, shortly after the text arrived, Putin lamented that all of Russia’s fundamental demands were ignored.

“Over the last few days, the US has been fanning the threat of war, artificially creating a tense atmosphere, which has dealt a serious blow to the economy, social stability and living conditions of the people of Ukraine,” he said.

According to the diplomat, Washington has also increased “the resistance to advancing negotiations and dialogue among the parties concerned.”

Wang’s remarks come amid an impasse between East and West in recent months, with a number of leaders repeatedly warning that Russia could soon order an invasion of Ukraine. Officials in Washington have even gone so far as to claim that Moscow could launch the attack during the Beijing Winter Olympics.

Earlier this week, Pentagon Press Secretary John Kirby announced that the US is becoming increasingly concerned about the “burgeoning relationship between Russia and China” and Beijing’s “tacit support” for Moscow on issues of European security.

The Kremlin has repeatedly insisted that it has no aggressive intentions against Ukraine. On Tuesday, Moscow’s Ministry of Defense announced that its troops had wrapped up their training drills in Belarus near the Ukrainian border, and would begin the process of returning to their permanent bases.

Following a meeting between Russian President Vladimir Putin and his Chinese counterpart Xi Jinping in Beijing ahead of the opening of the Winter Olympic Games earlier this month, the Kremlin published a joint declaration in which both sides called for an end to the US-led military bloc’s expansion. “The parties oppose the further expansion of NATO and call for the North Atlantic Alliance to refrain from ideological approaches from the time of the Cold War,” the statement read.

The two nations have emphasized the importance of their partnership in an array of spheres, such as their booming trade, energy, economics, and defense. According to Kremlin aide Yuri Ushakov, Xi is fully on board with Moscow’s pursuit of attaining security assurances from the West, noting in December that the Chinese leader is “naturally well aware of and understands the main issue: the concerns Russia has on its western borders.”

Ukraine complained earlier this month that Russia has kept tens of thousands of troops not far from the two countries' borders after conducting war games in an attempt to further pressure its ex-Soviet neighbor. Russia annexed Ukraine's Crimean Peninsula in 2014 and has supported a separatist insurgency that broke out that year in eastern Ukraine.


Speaking to Ukraine's foreign minister this month, Secretary of State Antony Blinken noted that Russia's "playbook" was to build up forces near the border and then invade, "claiming falsely that it was provoked."


Peskov sought to turn the tables on Ukraine and the West, arguing that the expressions of concern by the U.S. and its allies may "camouflage aggressive intentions in Kyiv to try to solve the problem of the southeast by force."


He accused the Ukrainian military of increasingly frequent shootings across the tense line of contact in the east and added that Moscow is strongly worried about the U.S. and other NATO countries providing Ukraine with weapons.


"The number of provocations has been growing, and those provocations have been conducted using the weapons that NATO countries sent to Ukraine," Peskov said in a conference call with reporters. "We are watching it with a grave concern."


Russia has cast its weight behind the separatist insurgency in Ukraine's eastern industrial heartland known as Donbas that has left more than 14,000 people dead. But Moscow has repeatedly denied any presence of its troops in eastern Ukraine.


Russian Foreign Minister Sergey Lavrov on Monday also criticized what he described as "bellicose rhetoric" by Ukrainian military officials, charging that it could "reflect a desire to conduct provocations and turn the conflict into a hot phase."


Ukrainian Foreign Minister Dmytro Kuleba rejected the Russian allegations of Ukraine's plans to launch an attack on Donbas as part of Moscow's "disinformation."


"Let me state it officially: Ukraine does not plan a military offensive in the Donbas," Kuleba said on Twitter. "We are devoted to seeking political & diplomatic solutions to the conflict."


In a strongly-worded statement, the Russian Foreign Intelligence Service (SVR) scathingly criticized the U.S. State Department of spreading "absolute lies" about a purported Russian buildup near Ukraine.


"The Americans are painting a horrible picture of Russian tank armadas crushing Ukrainian cities," it said in Monday's statement. "It's surprising to see a speed at which a formerly respectable foreign policy agency is turning into a mouthpiece of mendacious propaganda."


The SVR alleged that it was Ukraine that was beefing up its forces near Russia and Belarus.


The Russian spy agency also accused the U.S. and the European Union of encouraging "the sense of permissiveness and impunity" in Ukraine, comparing the situation to Western expressions of support to Georgia before the 2008 war between Russia and Georgia.


Russia routed the Georgian army in the brief conflict that erupted when Georgia attempted to reclaim control over a Russia-backed separatist province. Moscow then recognized the independence of Georgia's two separatist provinces after the war.

The head of Ukraine’s defense intelligence agency  has alleged that more than 92,000 Russian troops amassed around Ukraine’s borders and is preparing for an attack by the end of January or beginning of February, .


According to him, such an attack would likely involve airstrikes, artillery and armor attacks followed by airborne assaults in the east, amphibious assaults in Odessa and Mariupul and a smaller incursion through neighboring Belarus.


Ukraine Brig. Gen. Kyrylo Budanov told Military Times Saturday morning in an exclusive interview that Russia’s large-scale Zapad 21 military exercise earlier this year proved, for instance, that they can drop upwards of 3,500 airborne and special operations troops at once.

The attack Russia is preparing, said Budanov, would be far more devastating than anything before seen in the conflict that began in 2014 that has seen some 14,000 Ukrainians killed.


Ukraine’s new Defense Minister Oleksii Reznikov while speaking to the Washington Post on Friday said it was unclear whether Russian President Vladimir Putin has yet decided to attack.


But Russia is building capacity to do so, increasing troop levels and weapons systems in occupied Crimea and staging systems like Iskandar short-range ballistic missile systems and other weapons elsewhere near the border.


Budanov scoffed at suggestions that the brutal weather conditions during that time of the year would dissuade the Russians from attacking.


“It is no problem for us and the Russians,” Budanov said of fighting in the frigid weather.


Any such attack, however, would first follow a series of psychological operations currently underway designed to destabilize Ukraine and undermine its ability to fight, said Budanov, speaking through an interpreter.


“They want to foment unrest, through protests and meetings, that show the people are against the government,” he said.


Those efforts include ongoing anti-COVID-19 vaccination protests that Budanov said have been organized by Russia, which is also trying to stoke unrest related to the economy and energy supplies.


In addition, Budanov said Russia is trying to whip up anti-government sentiment over an incident dubbed “Wagnergate” — a controversy involving about 30 members of the Russian private military group responsible for attacks inside Ukraine. The Wagner group members, who made their way to Belarus, were supposed to be brought back to Ukraine to be detained, but instead wound up being sent to Russia with the help of the Belarus KGB, Budanov said.


Russian psychological operations are being used to show “our authorities betrayed the people,” said Budanov.


The ongoing border conflict between Poland and Belarus, which is trying to send refugees into Europe through Poland’s border, is part of that effort, he said.


They want to make the situation inside the country more and more dangerous and hard and make a situation where we have to change the government,” said Budanov. “If they can’t do that, then military troops will do their job.”

Budanov said U.S. and Ukraine intelligence assessments about the timing of a Russian attack are very similar.

“Our evaluations are almost the same as our American colleagues,” he said.



While United States has not officially issue such a statement of assessment as to when Russia may attack the Ukraine, the comments made Wednesday and Thursday byDefense Secretary Lloyd Austin indicated that the U.S. continues to see “troubling behavior from Russia."


He said: “We are not sure exactly what Mr. Putin is up to." “But these movements certainly have our attention. And I would urge Russia to be more transparent about what they are up to take steps to live up to the Minsk agreements.


“Our support for Ukraine sovereignty territorial integrity remains unwavering.”


After meeting with Reznikov on Thursday, Austin said the U.S. will “continue to advance our shared priority to counter Russian aggression and to deepen our cooperation in such areas as Black Sea security, cyber defense and intelligence sharing.”


Budanov opined: " ideally, the U.S. would help deter any Russian incursion, through additional military aid and increased diplomatic and economic pressure, including more sanctions against Russia and the seizure and blocking of Russian banking accounts."


Also, in addition to U.S. aid already promised and delivered, including Mark VI patrol boats, Javelin anti-armor systems and AN/TPQ-53 light counter-fire radar systems, Ukraine seeks additional air, missile and drone defense systems and electronic jamming devices, Budonov said. Patriot missile batteries and counter rocket, artillery and mortar systems are on Ukraine’s wish list.


The AN/TPQ-53 systems were used to great effect, Ukraine military officials have previously told Military Times. Budanov said the Javenlin systems have also been used against Russian forces. Those, along with Turkish-manufactured drones, used against Russian-aligned separatist artillery troops, have a significant psychological deterrent value, said Budanov, making Russians think twice about attacking.


Still, he said, Ukraine needs more help from America.


“I think it’s not enough for us right now,” he said of current and promised U.S. aid to Ukraine. “We need more. No countries except Ukraine have open war with Russia. And we have for seven years. That’s why we’re sure the U.S should give us everything we didn’t get before. And right now. It’s the right time for this. Because after, it could be very late.”

The head of Ukraine’s defense intelligence agency  has alleged that more than 92,000 Russian troops amassed around Ukraine’s borders and is preparing for an attack by the end of January or beginning of February, .


According to him, such an attack would likely involve airstrikes, artillery and armor attacks followed by airborne assaults in the east, amphibious assaults in Odessa and Mariupul and a smaller incursion through neighboring Belarus.


Ukraine Brig. Gen. Kyrylo Budanov told Military Times Saturday morning in an exclusive interview that Russia’s large-scale Zapad 21 military exercise earlier this year proved, for instance, that they can drop upwards of 3,500 airborne and special operations troops at once.

The attack Russia is preparing, said Budanov, would be far more devastating than anything before seen in the conflict that began in 2014 that has seen some 14,000 Ukrainians killed.

The Iranian Foreign Ministry has said the US, the E3 and the PGCC statement is worthless and deserves no reply.

According to the report by IRNA,  Foreign Ministry Spokesman Saeed Khatibzadeh was quoted as saying a recent anti-Iran statement by the United States, the E3 - Britain, France and Germany - as well as the Persian Gulf Cooperation Council is not worth answering.

Khatibzadeh, while addressing reporters said such a meeting and statement is a fake and illegitimate showoff that does not deserve any reaction.


According to him, the US administration who violated UN Resolution 2231 and withdrew the 2015 Iran nuclear deal is responsible for the current situation in respect of the Joint Comprehensive Plan of Action (JCPOA)

 "The United States is the only country in the world that has a dark history of using nuclear weapons and it is also the one that intervenes in other countries internal affairs and now the US is trying to create a crisis and propagate against Iran." He said


While referring to certain Arab states in the region, he noted that these countries, which are responsible for the invasion of Yemen, are not in a position to put forward baseless accusations against other nations in order to get rid of the responsibility of their crimes.

Robert Malley, the US Special Representative for Iran, and representatives of three European powers, as well as envoys from PGCC states, met in Riyadh, Saudi Arabia last week to discuss the Islamic Republic of Iran.

The participants issued a statement, attempted to reiterate their unfounded charges on Iran's regional influence, and continued their Iranophobic policy.

The United States Department of the Treasury announced on Thursday that it has put names of six Iranian individuals and one Iranian entity into the sanction list, claiming that they have tried to affect the 2020 presidential elections in the United States.

On Saturday, American  Defense Secretary Lloyd Austin vowed to prevent Iran from obtaining a nuclear weapon and to counter its “dangerous use” of suicide drones in the wider Mideast.

This is a pledge coming as negotiations remain stalled over Tehran’s atomic deal with world powers. His comments in Bahrain at the annual Manama Dialogue appeared aimed at reassuring America’s Arab allies in the Gulf as the Biden administration tries to revive the nuclear deal, which limited Iran’s enrichment of uranium in exchange for the lifting of economic sanctions.


“The United States remains committed to preventing Iran from gaining a nuclear weapon. And we remain committed to a diplomatic outcome of the nuclear issue,” Austin told attendees at an event put on by the International Institute for Strategic Studies. “But if Iran isn’t willing to engage seriously, then we will look at all of the options necessary to keep the United States secure.”


Authorities in Tehran has long maintained its nuclear program is peaceful, though U.S. intelligence agencies and the International Atomic Energy Agency say Tehran had an organized weapons program until 2003.

Washington Post reports at the weekend confirmed that  a renewed buildup of Russian troops near the Ukrainian border has raised concern among some officials in the United States and Europe who are tracking what they consider irregular movements of equipment and personnel on Russia’s western flank.


Meanwhile, Ukraine's defence ministry on Monday denied any media report of a Russian military buildup near its border, saying it had not observed an increase in forces or weaponry, Reuters reported on Monday


"As of November 1, 2021, an additional transfer of Russian units, weapons and military equipment to the state border of Ukraine was not recorded," the Ukrainian defence ministry said in a statement.


However, accordint to the WP reports, the US  officials, who spoke on the condition of anonymity because they weren’t authorized to discuss the matter publicly, said the troop movements have reignited concerns that arose in april, when the largest buildup of troops by russia near the ukrainian border in years sparked an international outcry.


The renewed movements of russian forces in the area come as the kremlin embraces a harder line on ukraine. Russian officials from president Vladimir Putin on down have escalated their rhetoric in recent months, attacking kyiv’s western ties and even questioning its sovereignty. 


Putin has warned that any expansion of NATO military infrastructure on ukrainiayn territory represents a “red line” for moscow.


The situation also comes as the simmering 7½-year conflict between Ukrainian forces and Russian-backed separatists in the eastern Donbas region enters a new stage. On Oct. 26, Ukraine’s military confirmed it had used a Turkish-made drone against a position in Donbas, the first time Kyiv has employed the technology in combat, prompting an outcry from Moscow.


Relations between Moscow and NATO are especially tense. Russia suspended its mission to NATO in Brussels on Oct. 18 after the alliance expelled eight members of the Russian mission on accusations of espionage.


What the Russian forces gathering near the Ukrainian border are doing is unclear.


Videos have surfaced on social media in recent days showing Russian military trains and convoys moving large quantities of military hardware, including tanks and missiles, in southern and western Russia.

"The point is: It is not a drill. It doesn’t appear to be a training exercise. Something is happening. What is it?” said Michael Kofman, director of the Russia studies program at the Virginia-based nonprofit analysis group CNA.

Officials in the United States and Europe began noticing the movements particularly in recent weeks, after Russia concluded a massive joint military exercise with Belarus known as Zapad 2021 on its western flank in mid-September.

According to Kofman, publicly available satellite imagery shows that forces from Russia’s 41st Combined Arms Army, normally based in the Siberian city of Novosibirsk, didn’t return to Siberia after the exercises, and instead linked up with other Russian forces near the Ukrainian border. Kofman also said footage posted online appears to show that Russia’s 1st Guards Tank Army, an elite unit based outside Moscow, is moving personnel and materiel toward Ukraine.

The Nigerian army Chief on Thursday confirmed it that the country's military will further explore the cordial and bilateral relations between the Nigeria and Russia for acquisition of more military equipment to enhance its operations across the country.



According to a press release signed by Brigadier General ONYEMA NWACHUKWU who is the Director Army Public Relations confirmed that Chief of Army Staff (COAS), Lieutenant General Faruk Yahaya made the Statement when the Russian Ambassador to Nigeria, Alexey Shebarshin paid him a courtesy call at the Army Headquarters, Abuja.


Nigeria, the most populous Black Nation on earth has been battling the menace of terrorism of Boko Haram, banditry, herdsmen and kidnapping for ransoms in many parts of the country.


The Buhari led regime has been a very soft leadership in favour of the criminals as the government is considered to be protecting the terrorists and their sponsors.


However, the government has maintained a very tougher stances against agitators and peaceful, harmless protesters. Many have been Brutally killed while many are also in detentions. 


The police and the Nigerian army killed peaceful protesters last year as the government initially denied the incidents, especially the lekki toll gate massacre of the protesting youths during the "End SARS protest".

The Chief of Army Staff (COAS), Lieutenant General Faruk Yahaya has stated that Nigerian Army (NA) will further explore the cordial bilateral relations between the NA and Russian government for acquisition of military equipment to enhance its operations across the country.


The COAS stated this today Thursday 14 October 2021, when the Russian Ambassador to Nigeria, His Excellency, Alexey Shebarshin paid him a courtesy call at the Army Headquarters, Abuja.


Reminiscing the long existing relationship between the NA and the Russia, the COAS expressed the need to rekindle the relationship for their mutual benefit. He also solicited the support of the Russian government in the provision of sophisticated equipment to shore up NA's combat efficiency in the fight against terrorism, insurgency and other sundry crimes orchestrating insecurity in some parts of the country.


He assured the Ambassador of NA's determination in sustaining the cooperation.


The Russian Ambassador to Nigeria, lauded the contributions of the NA in the stability of the continent and described Nigeria as critical on the African continent in terms of military capability, trade and investment. He indicated interest in supporting the NA through provision of equipment and technical assistance.


Ambassador Alexey also affirmed the significance of the NA Aviation Unit in the enhancement of its operations in the fight against terrorism, insurgency, banditry and other crimes.

The Chief of Army Staff (COAS), Lieutenant General Faruk Yahaya has stated that Nigerian Army (NA) will further explore the cordial bilateral relations between the NA and Russian government for acquisition of military equipment to enhance its operations across the country.


The COAS stated this today Thursday 14 October 2021, when the Russian Ambassador to Nigeria, His Excellency, Alexey Shebarshin paid him a courtesy call at the Army Headquarters, Abuja.


Reminiscing the long existing relationship between the NA and the Russia, the COAS expressed the need to rekindle the relationship for their mutual benefit. He also solicited the support of the Russian government in the provision of sophisticated equipment to shore up NA's combat efficiency in the fight against terrorism, insurgency and other sundry crimes orchestrating insecurity in some parts of the country.


He assured the Ambassador of NA's determination in sustaining the cooperation.


The Russian Ambassador to Nigeria, lauded the contributions of the NA in the stability of the continent and described Nigeria as critical on the African continent in terms of military capability, trade and investment. He indicated interest in supporting the NA through provision of equipment and technical assistance.


Ambassador Alexey also affirmed the significance of the NA Aviation Unit in the enhancement of its operations in the fight against terrorism, insurgency, banditry and other crimes.
