U.N. repeats call for Libya truce to allow evacuations, more than 2000 displaced already

GENEVA . Reuters reports that the U.N. Humanitarian Coordinator in Libya, Maria Ribeiro, called on Libya’s rival forces on Monday to observe a temporary truce to allow the evacuation of civilians and wounded from conflict areas around Tripoli.
The United Nations had called for a two-hour truce on Sunday between 4 p.m. and 6 p.m. in Wadi Al-Rabeea, Al-Kayikh, Qasr bin Ghashir and Al-Aziziyah, but it was not respected and evacuations could not take place, another U.N. report said.

According to ANSA med, already, about 2,000 people have been displaced by armed conflicts underway around Tripoli, and the situation in western Libya "remains fluid and unpredictable", said the UN Office for the Coordination of Humanitarian Affairs (OCHA) in a flash update on the situation.

"The civilian population in some combat-affected areas are unable to flee the area and emergency services are unable to reach them," it said.

French govt supports Sarraj, no 'secret plan'

A French diplomatic source said France did not know that Libyan General Khalifa Haftar had intentions to march on Tripoli and that the government has no "secret plan" in place regarding Haftar but rather reaffirms its support for the legitimate government of Prime Minister Fayez al Serraj.

"The urgency in Libya is to protect the civilian population, obtain a ceasefire, and get the Libyan parties around the table," the source said. 

French sources said the government's intention is "to continue to put the Serraj government at the centre of play and try to reach the end of the political process negotiated in Abu Dhabi" at the end of February. 

The sources said a ceasefire meeting in Tripoli with UN special envoy Ghassan Salamé and representatives of the various armed factions "is currently under discussion but remains hypothetical".
